I know of a really great company that does web design that is really cheap! Their packages start at $199 for a fully custom design website. They take your ideas and implement them into exactly what you want on your site. They are a really great company.

Yes and No. You kinda could, but as soon as you wan’t it to be more technical then that’s when it gets expensive, if it is static simple then it can be cheaper.
Cheap web companies always have there ways they will always say starting at $200.00 all the time its more then that.

The problem is that you are looking for quality without paying for it. Instead of looking for a company that will make you a template website that looks cheap and that doesn’t suit your needs, hire a student designer. They are more willing to work for little money while producing a high-quality product. Seek them out at your local design school. Here is a step-by-step process to create your website for cheap:
1.) Hire a college student in design.
2.) Have the student create PhotoShop mockups of your pages
3.) Send these files to a service that codes the website for you (you just have to provide the psd files). I have not had experience working with these services, but here are a few that I know of:

4.) Then get your domain and hosting through a provider, I would recommend GoDaddy for their ease-of-use/customer care.
That is probably the cheapest way to get a website made that is customized, yet not too expensive.
Now, on the other hand, if you are looking to sell products from your website, have any sort of social networking components added in there, then you will need the assistance of a company or hire another college student experienced in programming.
What do you mean by “high quality?” Different people have a different idea of “high quality.” To us, high quality is not a flashy site, but a site with a lot of content, and good organic SEO placement of the main keywords, as well as in the meta tagging in the coding, inserting robot crawl instructions, and doing alt tagging of the images too. Our web design business has not been going for all that long, so our prices are still low, while we build upa bigger portfolio. We are currently (ends 26 June 2010) even running a special for South African residents where you can have three pages designed for free, as long as the domain registration and hosting also takes place with us (and this is just R120 for a .co.za domain, plus R360 hosting for the year). Upload during the special is also free. We usually charge R600 for basic website design of three pages.
